The policy shift comes nearly two weeks after the US Citizenship and Immigration Services earlier this month, out of the blue, overturned the grants for advanced dispensation of green card for skilled overseas professionals working under H1-B visas, annulling its previous declaration issued last month.

The declaration reversing the past pronouncement, possibly due to a large visa backlog, attracted criticism as well as provoked protests from displeased green card aspirants. USCIS Director Emilio Gonzalez, in a statement announcing the latest tumble, asserted,

The public reaction to the July 2 announcement made it clear that the federal government’s management of this process needs further review.
