
Pentagon is pretty serious about performance of its employees and to ward off Red-tapism in civil service employees, now the salary and increments will totally be based on performance. It’ll be applicable for 110,000 employees of the new National Security System. And the money thus derived out will be used to give the performance based rises to better workers.
The wicked pangs of Iraq war and the mammoth amount wasted there perhaps forces Bush administration now to take serious steps against employees. Due to this, the Defense Department is looking for money in lots of places, including Iraq and for this reason the maintenance and purchases of employees are squeezed and by doing so they are to conduit that money off for other purposes.
According to this plan, if senate approves the Govt. wide hike of 3.5 percent in January this year, it’ll be implemented in the following way:
•Base pay increase for eligible employees will be 1.25 percent.
•1 percent will be a local-market supplement for eligible employees. It would mirror the ‘locality pay’ provided other federal employees and the actual amount would vary by metropolitan area.
•There will be five levels in the rating system that Manager will take into account for judging the performance of employees and employees thus approved for the hike will be getting 1.25 percent raises. And under NSPS, employees who have been rated as “unacceptable” in their jobs will not receive any hike.
Well, it’s a good measure for rewarding those who are better workers than their colleagues are. However, many in US fear that it’ll give impetus to favoritism and with that there are more chances of bias in the Govt. departments.
